Automatic check and download of IEC XSD's and integration in build tool

As a developer

I want to have a separate CoMPAS Github repository for the IEC 61850-6 XSD schemas
So we can separate it from the rest of CoMPAS in case IEC doesn't want us to use it.

Acceptance Criteria:

Empty repository has been made in the CoMPAS Github organization for the XSD schemas.
A script/Github Action has been made for downloading / unzipping XSD schemas.
