Adjust `upload.py` to use newest API instead of parsing HTML

Currently the upload.py script (found at https://github.com/compprog-lecture-tools/problem-tools/blob/master/make/upload.py) partially uses simulated website navigation and HTML parsing to automate problem uploads. With the newer version of DOMjudge, this parsing is outdated and doesn't work anymore. We should switch the whole script to use the DOMjudge API (found here: https://www.domjudge.org/demoweb/api/doc).

Until then, problem uploading has to be done manually.
