Publish dev builds to anaconda.org

Add caching for `setup-miniconda` in GitHub Actions

We may be able to speed up the CI pipeline by caching the test & build environments: https://github.com/conda-incubator/setup-miniconda#caching-environments

Move license file to repo root

Make sure conda build pulls it correctly.

Determine appropriate testing strategy

• How do we unit test?
• How do we do snapshot testing?
• Cross-platform?

We should use the Textual codebase as inspiration for how to test a TUI :)

Pull real information about which packages can be updated into the package list

We currently don't pull the real upgrade availability information. We need to combine the conda env update --dry-run with the package listing to show up-to-date information.

Add testing for Python 3.12 release candidates

We are currently testing 3.9, 3.10, and 3.11. We should begin testing 3.12 release candidates.

We should also have tests :)
