This issue is about understanding the purpose of a R package that currently does not have any immediate use. We need to take advantage of communications between contracting authorities and ANAC, since those are crucial data to understand the willingness of each contracting authority to communicate its procurement for transparency purposes.

the purpose

For now the purpose of the package need to be something like to provide a wrapper for reading XML content, allowing users to easily access and manipulate data from the various sources. This should only contain bullet proof functions to insistently and safely snap off data from source, while being also respectful and not overwhelm with requests CA servers. It also provides a way to store and manage datasets without making the package too heavy. But that's impossible since if you are wrapping within each data besides "datasets" section in dati.anticorruzione then this is going to occupy too much space and I don't see te point of doing that.

communications

Communications are the most relevant part of the package, as they provide a way to understand the willingness of each contracting authority to communicate its procurement for transparency purposes. The package needs to provide a nice wrapper around the JSON communications happening between CA and ANAC. Communication happen to be distributed via http api which is evident through ANAC portal source code. The idea once again is to both provide a way to read in R those communication and to provide utilties to store and analyse these contents.
