Files in 'public' on the sources list
Files in an engines public dir should be added to the sources that are returned by #expand_javascript_sources (in the assets extension). Thus loading these in with the initial cacheing build of all.js (for example).
expand_javascript_sources should be aliased
Rather than rewriting it in the assets extension, it should be aliased and modify the 'sources' result per engine asset needs.
