Should there be a build step to purge not used baseStyles?

Should this:

window.customElements.define('cda-counter', CdaCounter);

be changed to?:

import { registerElementSafely } from '@cds/core/internal';

registerElementSafely('cda-counter', CdaCounter);

declare global {
  interface HTMLElementTagNameMap {
    'cda-counter': CdaCounter;

postCSS build step

Should the build include a postCSS step?

rollup integration

Since the web-dev-server stack use rollup and rollup has solid ESM support we can add a rollup config to enable perf optimizations such as postCSS. Many of these optimizations exist in Core already and I am currently aligning them as a single rollup config rather multiple build scripts. Once this is completed on Core I will backport it here.
