WXT QC - Mixed/Frozen Precipitation Flag

As the WXT provides information on the "rainfall accumulation" at the sensor, a quality control flag should be created to mask times of mixed or frozen precipitation.

It has not yet been determined if the WXT will respond to these events, but an edge app / combination of the Parsival/FD-70, MRR and Ceilometer datastreams should be used to define the periods.

I have noted multiple instances of snow at NEIU that can be used for analysis and can relay that information as needed.

AQT QC - Precipitation / High Humidity events

As the AQT does not have a dryer for its inlet sample, the true dry diameter of aerosols is unknown. During certain high humidity events like fog or precipitation, a spike in particulate matter is detected due the aerosol uptake of moisture which results in sizing bias of particles.

A mask should be developed for these instances to describe these events (using the AQT temp/humidity probe) and the WXT precipitation.

It should be noted that these events are very useful for determining fog at a location, so while it does create bias within the PM concentrations, could provide useful information in additional context. Therefore, I propose we flag these events and not necessary remove from datastream (or create a 'fog/precip' flag).

BUG: WXT Ingest does not assign variable attributes

While the WXT plugin assigns global attributes (which include lat/lon, node location, etc) to the individual files, variable attributes (units, standard names) are not assigned to the parameters.

Variable attributes are already created within the file, just need to be assigned.
