Q Table states depends on screen location

In order for the agent to add a state with unit types it uses the "screen" observation. This means that states will depend on where the agent is looking. This creates issues such as having 2 supply depots in the state but since agent is looking on the other side of map it think it doesn't have supply depots and will try to build them based on the fixed position (which already has supply depots in it). This causes agent to call the build function for no reason and it would not be able to build on top of currently built depots.
