commonFunction.createOrUpdateWebhook creates new webhooks instead of updating existing ones

I was expecting this code to create a webhook if not exist and update if exist

Instead, if would create a new webhook each time the function is called

These two are often used in applications that create webhooks. algorithm and password should be arguments

Update `@crowdin/crowdin-api-client` dependency

The @crowdin/crowdin-api-client is outdated since there are already a couple of new versions - https://github.com/crowdin/crowdin-api-client-js/releases

Note: there was a major Axios upgrade in 1.22.0 that might affect the current project. It should be carefully investigated.

Cover the `crowdin.ts` class by Unit tests

This class is an important part of the application, so it would be great to have Unit tests for its methods.
