Need to decrease user confusion as they add and remove selections along with turning layers on and off.

Make Proposal Layer Switcher more Intuitive

Cool interface to turn on and off proposal layers, but maybe needs to be more intuitive with a checkbox like we discussed.

Fix toggle behavior of Proposal selection button

Currently the button to select a full proposal works as a toggle. So, if you click it to select a proposal, the next time you click it, it unselects the proposal. And, if you have interactively selected or unselected individual polygons, it will switch the selection of that particular proposal.

I think that it should have a select all or clear all function for a particular proposal. So, if some are already selected, it would add the others to that selection. If you want to remove all, it needs to remove any that are selected.

Summary Table mismatches

Summary table says Invertebrates when empty and Corals & sponges when populated.
Also, there is an extra row when empty

Iconography is helpful for UIs, especially for form interactions (i.e. checkmarks). Let's look at adding fontawesome or something similar.

@mapsam -- you were right. I think it would be helpful to delineate the two sets of polygons. The top two are EFH Alternatives, and the bottom ones are Other Proposals. Let me know if this is something you have time for, or can give me hints to do it myself.

Build tables programmatically

Currently tables are hard-coded - let's look into how we can structure their data so we can generate them effectively, and remove redundancy between the default loaded state and the calculated state.

Selection, Deselection, and Poly Count is not working correctly

Example:
Select all polygons from MBNMS with plus sign. Then, turn that layer off. Then, select Oceana polygon that overlaps two southern polygons. Only one of the MBNMS polygons was unselected

Issues with downloaded CSV because of complex header

The data do not align with the headers because the multi-line header is flattened into a single line.

Change and reformat content in tables

Change columns names:
physical habitat --> substrate type
Highest 20% predicted spp occurrence --> OFS 20% HSP

Area metrics should be given as square miles instead of percent
