Ubuntu installation of dependencies shapely and rtree

There seem to be issues on installing python dependencies, shapely and rtree, on Ubuntu. These were experienced when I was setting up GitHub Action unit testing. I had tried using apt-get but getting errors of importing the modules.

sudo apt-get install -y python-rtree
sudo apt-get install -y python-shapely
...
from shapely.geometry import shape
ImportError: No module named shapely.geometry
...
from rtree import index
ImportError: No module named rtree

At the end, I had to get it working by installing the non-python libraries required using apt-get and then install shapely and rtree via pip:

sudo apt-get install -y libgeos-c1v5
sudo apt-get install -y libspatialindex-dev
pip install shapely
pip install rtree
...
ok

I am not sure why. Needs further investigation, to establish the installation instruction (for Linux).
