Determine bandwidth to devices, compare against desired

Devices like the BladeRF and LimeSDR require 5Gbps USB3 connections, and will be degraded on a lesser path. Detect the negotiated rate to the device, and compare it against expectations.

Isolate SDR devices from hardware topology

We'll be watching various hardware interfaces for devices (e.g. see #1 for USB). For each hardware interface, we need a way to filter out supported SDR devices. Under both PCI and USB, we can just use product ID+vendor ID, though it would be better to use something more generic if possible.

I don't think there's a USB Device Class for SDR...

Watch for added/removed USB devices

The vast majority of SDRs usable under Linux are USB (a few are PCIe or mPCIe). Use libusb's hotplug notification to track USB devices.
