Code of Conduct

This repo is missing a Code of Conduct that governs standards for Data Speakers wishing to be listed in this directory.

The Contributor Covenant is a well-known, well-respected base that is used my Microsoft and many others running open-source projects. This would be a good basis to edit & expand to cover behavior both within the repo, and at events.

Being on this list creates an implicit "endorsement" of the contents of the list, so laying clear what is acceptable & unacceptable behavior, and what the consequences are for violating those standards is important. The format of the Contributor Code of Conduct follows that logic, thus my suggestion of using it as a base.

Additionally, as part of the sign-up flow, speakers should be required to acknowledge that they have read the code of conduct & agree to the terms of it.
