Tests for 154.
CI should be configured to run automated tests for both CKAN 2.3 and 2.8 on commit

Tasks

• define an environment for CI
• test every commit at CKAN 2.8
• test every commit at CKAN 2.3 (check if we really need this)

Allow to use publishers as organizations

Via config allow to use publishers in each harvested dataset as the organization

Allow multiple parsing from different schemas

Dept of Ed uses a custom schema and need a special parsing of metadata.
Also, the inventory of data.gov uses a custom schema.

• Define a way to set different metadata transformation for different clients.
• Test for Dept of Ed replacing the behaviur previusly used here and here
• Add test cases for custom schemas
