Error tagging new release

The tag name "v.0.0.3" is not of the appropriate SemVer form (vX.Y.Z).

SLEB128 encoding is incorrect

SLEB128 is a signed two complement encoding, so the encoding of 0x70 should be:

 * HEX:     0x70
 * BINARY:  01110000
 * SLEB128: 11110000 00000000
 *          |||||||| ||||||||
 *          |||||||| \------- High bits
 *          |\------ Low bits
 *          \- Continuation Bit

but in this package:

julia> encode(Int8(0x70))
2-element Vector{UInt8}:
 0xe0
 0x01

SIMD support

Make as compatible as possible with the built-in SIMD support.
