Rate limiting on certain request method types

Perhaps use something like Jobs which can queue up request and release them at a fixed rate.

Check required parameters for each RPC method

Each RPC method has required and optional parameters therefore we should check these on a method by method basis. Extend betfair_rpc.erl to do this.

Multiplex requests onto a single connection

Currently it uses pooler to manage multiple connections. If we use a single connection and multiplex the requests I can remove pooler, which might hopefully simplify everything. Should model the multiplex using the terms Channels and use Guns StreamRefs to identify requests and using that to lookup the requester pid.

Return response back as map

Currently we are returning the raw json binary to the user.

Decode the response using JSX and return a map to the user.
