Rewrite code to be portable as a library

The interactive parts can be difficult to handle though.

The following design should solve this problem:

examgen( question_universe, question_transform )

where

question_transform( question, selected_questions )

The required tags can be a fixed part of question_transform itself, e.g. as a curried function or a by using a callable class:

class QuestionTransform:
  def __init__(self, required_tags):
    self.__req_tags = required_tags
  def __call__(self, question, selected_questions):
    pass

This way we can put the automated algorithm in this transform or we can add interaction with the user here.
