sbuild tarballs no longer officially published

As of debuerreotype/debuerreotype#99, the official builds no longer come with sbuild tarballs, which (somewhat obviously, in retrospect) breaks this repository's scripts. 😄

At this point, we should probably adjust to something more along the lines of:

FROM debian:XXX
RUN set -eux; apt-get update; apt-get install -y build-essential fakeroot; rm -rf /var/lib/apt/lists/*
RUN sed -i -e 'p; s/^deb /deb-src /' /etc/apt/sources.list

At most perhaps swapping back to snapshot.debian.org before installing?
Maybe we build FROM debian/snapshot:XXX instead and swap back to non-snapshot after installing?

We could also use debuerreotype to build our own tarballs, but I don't think that's going to work out well (and frankly, the problem that caused that to become "optional" was that downloading certain packages from snapshot.debian.org was failing, so using snapshot.debian.org for builds here is probably not a great idea either).
