Get (test) module dependencies.

Thoughts:

Scan /module directory for all files with the .info.yml extension and then either just extract their filename/machine name or parse the YAML contents and extract dependencies, then pass that information through drush en.

This has been partially resolved by #2, as drush en $drupal_project is now run prior to the simpletest runner. This will only deal with actual dependencies of the main project, but that resolves the case that prompted this issue to be created.

Leaving open as I still think it would be better to have test_dependencies downloaded as well, and potentially dependencies of any sub-modules.
