Update deps for PHP 7.2

Problem 1
271 - Installation request for mdanter/ecc v0.4.5 -> satisfiable by mdanter/ecc[v0.4.5].
272 - mdanter/ecc v0.4.5 requires php >=5.6.0, <7.2 -> your PHP version (7.2.15) does not satisfy that requirement.

Not getting same results as test cases

Any idea why I'm not getting the same results as the test cases for:
$result = \Decred\Crypto\Hash::blake("\x60"); echo $result;

produces "cf6460f7a71af405ac8d12bba61ad8a2fc59821e7ee5d9fd1f0dfe245b88b980"

Coin Market Cap API Deprecated

The Coin Market Cap API is now deprecated and the new version does not offer a public API.

When this takes effect the CoinMarketCap class (https://github.com/decred/decred-php-api/blob/master/src/Decred/Rate/CoinMarketCap.php) will stop working.

Replace mdanter/ecc with paragonie/ecc

The PHPECC project has been abandoned for years, despite numerous attempts to fix security issues in the code. Paragon Initiative Enterprises has opted to fork PHPECC in order to provide a more secure implementation of ECDH and ECDSA for PHP projects.

Please refer to the Release Notes for our fork, which contains the specifics about the security issues we fixed and how to ensure your code is safe.
