New registry update paused due to BCP47 violation

Looks like the latest registry update includes the invalid entry

Deprecated: 2023-03-17
Preferred-Value: apc
Prefix: ar
Macrolanguage: ar

It's invalid because the Preferred-Value of an extlang registry entry MUST be equal to the Subtag itself according to item (3) of https://www.rfc-editor.org/rfc/rfc5646.html#section-2.2.2. This is just a reminder to myself to resume updating the internal cached registry once they've fixed the issue.

Plan to release?

I've found your project while looking for alternatives to the bcp47 package. It would be nice if it's available on Hackage too, do you have any plans to release it?
