SSR not working after update to Angular v9 and latest NestJS

There was a breaking change to how @nestjs/ng-universal bootstraps. I updated to the new format in adad1eb, but there appear to be more changes needed to get it to render. There are no errors atm, but it doesn't work (nothing SSR renders).

Investigate switching to Scully

Angular Universal, even with some help from NestJS to make it easier, has been a major time sink for this project since the beginning.

Pre-rendering as done in the new Angular Universal v9 or in Scully may be fine for what this project needs and would greatly simplify things.

Add Preboot

Based on the discussion in these issues

It appears that Preboot is required to avoid page flickering when using SSR with apps that have a moderate amount of content and use lazy loaded routes.

angular/universal#1184 (comment) has an example of implementing Preboot and links to a repo that has an implementation that solves this.

Additionally initialNavigation: 'enabled' is a required part of fixing these flicker issues, that's been done in 9f1fc47.
