Create release with bundled Infoblox WAPI assembly

Currently there is no formal release with the InfobloxWapi assembly included. After refactoring (see dfch/biz.dfch.CS.Cumulus.Server#9) there should be a formal release that also includes the assembly (with a new NuGet package).

Add license information to source files

All source files must contain a license header or footer.

Invoke-RestCommand: ReturnType Parameter is not recognised

When specifying a ReturnType other than the default value, the parameter is not handled properly and not being passed to the InfobloxWAPI. When specifying -ReturnType xml the following HTTP header would have to be sent:

Content-Type: application/xml

Instead the default Ipam.ContentType parameter is being sent (and not the ReturnType or ReturnTypeString parameter).

Add additional specialised Cmdlets

Currently most of the functionality is based on the based Invoke-RestCommand Cmdlet. Provide additional Cmdlets that perform specific functionality such as query networks and perform parameter and data transformation.

Invoke-RestCommand: Password Parameter is not recognised

When specifying a the Password parameter the supplied password is not properly handled and NOT used in the WAPI call. Instead the password which has been supplied during module initialisation is used.
