Not too slow. It maybe because the max pwm cycle to detect 0 rpm was 'overflowing' for 8Mhz. I don't have a 8Mhz to test though
Please try with the updated code

Changed timer scaler (maybe timer was too slow for 8Mhz). It will also produce better accuracy at higher rpms
