Use Kotlin property delegation for DomainBoundPropertyWrappers

This would remove a lot of the boilerplate for accessing persistent data.

Use a different argument parser for commands

Right now, ArgParserCommands require having an inner class just to contain their arguments. It would be nice if there was a more elegant way to do this, and other libraries might provide a better (and perhaps more Kotlin-esque) solution than the current annotation-based one.

Server Access Commands

The following commands, relating to server access, should be implemented:

• freeze
  • Prevent any new users from joining the server.
  • Users are immediately notified that the server is frozen and kicked.
  • The user who activated the server freeze is stored.
• unfreeze
  • Disables the effects of freeze.
  • Notifies the person who activated the freeze in DMs.
• buffer <channels> [--passphrase <text>]
  • Enables a buffer for new users.
  • New users will be able to see the specified channels.
  • If a passphrase is specified, then users who type it will automatically be allowed entry.
    • This is more of an "I accept the rules" thing than an actual password.
• unbuffer
  • Disables the effect of buffer.
