Add the pgj.csv file

The pgj.csv file, part of the actual data mentioned in the README is missing in the repo.

I see that productive version loads a single file for pip_req.js and the repo version loads several different JS files. I'm trying to figure out the reason, but not yet. Do you have any ide of where should I look?

The bot created this issue to inform you that pyup.io has been set up on this repo.
Once you have closed it, the bot will open pull requests for updates as soon as they are available.

On the rate and counts maps highlight the active sector/cuadrante

When drawing maps use a binary search

The cuadrantes and sectores are alphabetically ordered so there is no need for sequentially searching them

If I don't share my current location it takes the following cuadrante KeyError: u'C-1.4.4', which actually produces an error.
