Add rule tests support

It would be nice if we'd have a similar structure to https://github.com/eu-digital-green-certificates/dgc-business-rules-testdata/tree/main/AT where each rule is accompanied by some tests which are tested in CI before deployment and in PRs.

PLUS ruleset update (vaccinations)

Please update the PLUS ruleset for conformity with the new vaccination rules.

First full vaccination (2 vaccs or recovery + 1 vacc) should be valid for 180 days
booster vaccination (3 vaccs oder Genesung + 2 vaccs) for the full 270 days

As far as I can tell the business rulesets need to be updated?
