Should this create the user specified by ['newrelic_meetme_plugin']['user']

It seems like this cookbook should create the user specified by ['newrelic_meetme_plugin']['user'], or provide an option to do so.

ChefSpec

• Improve current basic tests
• Add additional tests

Windows Support

Having issues getting this to converge on Windows. Don't think that the python cookbook has Windows support. Had no issues on Centos/Ubuntu.

GSub Required

For some reason I had to ad this line services_yml = services_yml.gsub(/'#services':/, "") in order for the plugin to work.
