Update for capistrano v3

Hi,
Thanks for the great work - I use your gem on a cap v2 project.

I have also forked and updated the gem under https://github.com/ianheggie/capistrano-tagging3 for capistrano v3 - if you are interested you can refactor them back into your own gem - at present I am using it for one of my projects.

I was not sure if you where intending to update this gem to capistrano v3.
