For me setting configuration/system.web/compilation[debug='true'] from false solved the issue

I had the same. For me the fix was to change the target FX for the MVC Web App from 4.7.2 to 4.7
Seems like the docker image used to run the application doesn't have 4.7.2!
Edit: of course the other possible valid (better?) fix for this, is to change the base image in Dockerfile to microsoft/aspnet:4.7.2 😉
