This is probably some "as designed" feature, that wasn't there in F# 3 exe but now is, because otherwise loading too much code would take some time. Makes annoyingly hard race conditions to aspect oriented programming like caching and logging.

It may depend on how are you calling it, since it involves static constructor.

For example, if you just do

module SubModule

let x = System.Console.WriteLine "Call me first please!" 

let ensureModuleLoad() =
   System.Console.WriteLine "Call me next please!" 
   let y = x
   ()


ensureModuleLoad()

It will output


# dotnet run
 Call me first please!
 Call me next please!
