Load petitions from DB (and sync petition table)

We're loading 4mb of JSONP to get the petition information from the API, which is slow and full of information we're not using for the petition search.

Instead, let's fetch that from our DB instance, and have the DB instance sync with the API to keep it up to date.

Weigh the choropleth by population

States are missing from map

Certain states appear to be missing from the map: Alabama, Arkansas, Arizona, California, Washington, and Oregon at least.

The server at www.petition.io can't be found, because the DNS lookup failed. DNS is the network service that translates a website's name to its Internet address. This error is most often caused by having no connection to the Internet or a misconfigured network. It can also be caused by an unresponsive DNS server or a firewall preventing Google Chrome from accessing the network.
