RS-3 Apply service based input validation

Country

• should be validated against ISO_3166-1_alpha-2 standard
• we want to registry only users from Spain, we will reject a registry from another country.

Phone

• only Spanish validation but in the future we can have more accepted countries and distinct validations for each one.
• Start with prefix +34 and the length number is 9 characters, for example [phone].
• Total length will be 9 +3, number and prefix.

Email

• We work with a third party that provides us a validation of the email and returns if the user email
  is in a black list of the government. We can't registry users that are in this black list.
  In this first version we don't have the API of our provider but we know that the next users are
  defined in this black list:
