Create yaml files to have an easy machine actionable checklists description

Every checklist will have next to their xlsx and tsv tables a yaml file with following attributes:
name, cardinality, description, cv (list), units

THis yaml will be easisly digestable for other services

Example:

Rewrite the R and Excel Macro scripts in Python

The creation of these templates would be way easier if the XSD parsing and creation of the tsv and xlsx templates is done using Python
