swift workflow needs to be fixed

I tried adding a workflow that builds the project and runs the tests. However, it was asking for a Package.swift file which I do not have. If someone could help make the workflows work, I would greatly appreciate it.

See commit ba3977b for what lines to add back into swift.yml to run the workflow again.
