Sweeper example should be configured to always run

Guidance for the Sweeper should include if: always() and should explain how this impacts the workflow.

Additional guidance should cover the use of termination_time (once available equinix-labs/metal-device-action#46)

The workflow in this workshop should not use `main` branches of the GitHub Actions

Currently, the example workflow in this repo uses the main branch for all of our GitHub Actions. This exposes our users to unnecessary risk because if they (reasonably) use our workflow as a basis for their own, they may unexpectedly pull in unreleased breaking changes.

The example workflow in this repo should be updated to use the latest available release version of each action instead.
