Player Event

PlayerEventPublisher should include an onPlaybackScrubbed(player, offset)event.
The event should broadcast the offset scrubbed to.
Playershould adopt and broadcast the event in a suitable location. A good candidate include:

• seek(to timeInterval: Int64)

Analytics Hook

AnalyticsProvidershould define a playbackScrubbedTo(player, offset)event
The event should accept the player and the scrubbed to offset

Playershould trigger this broadcast.
