Splitting Out EIP repo into EIPs & ERCs

At EIPIP Meeting 29 we discussed splitting the EIPs repo into 2 repos with different editors at each: 1 for EIPs and 1 for ERCs. Here is what we have agreed upon so far. We have agreed we want to have EIP editors that are separate from ERC editors. We are still looking into how best to separate the repos, especially when it comes to how to number EIPs and ERCs going forward once they are separated.

An additional feature for a bot needed for EIPs

Goal: Move EIPs listed at eips.ethereum.org to the appropriate status.

Requirement: The EIP bot should be able to look into the inactivity period of a proposal (at eips.etherum.org), checking the last edit or last time there's a PR for that proposal. if "inactivity" is longer than a year, then move it to “withdrawn”.

EIP Bot Requirements

The bot is in its final stages of being transferred to github / typescript and is now much more scallable in its infrastructure. There was talk of more features that are wanted from the group, so I want to put together a requirements document that plans that out. What features would you like to see for the bot? @MicahZoltu @lightclient @Souptacular
