Missing countries in /regions api

/regions should return a list of regions with countries inside each region.

Before:

<?xml version="1.0" encoding="UTF-8" standalone="no"?>
<regions>
  <region code="ARB" name="Arab World">
    <country code="DZA" name="Algeria"/>
    <country code="BHR" name="Bahrain"/>
    ...
  </region>
...

Now:
