Add Some Sort of Documentation Tool

The project clearly needs a documentation tool (that we can host on libiii.fairfieldprogramming.org). The only catch is that this tool should have a modern design, a great user experience, and no added bloat to the project.

The "modern design" is just that the pages should look like the FPA website, and it would be nice to have some of the features like quick links, search, or dark themes.

The user experience is just that the docs should be easy to navigate, easy to add documentation to, and should be optimized for search engines and poor connections.

What I'm defining as bloat is all of the extra configuration files in the root of the project. It's fine to have some, but it gets a little crazy when there are fifty. Maybe it would be good to have templates, and only a single configuration file (in the .github repository).

If you would be interested in finding this solution or making it, please let me know. We can make it an official FPA project so you could get all the support and resources you need.

Add Documentation Paragraph to `get_point_value`

We need a long paragraph in the Javadoc comment for get_point_value in the src/image-parse/lib_image_parse.h file. If you are interested in taking this, please add a comment below.
