Decided to wait out on this until the first release of my fluent-svelte library is production ready, then I plan to migrate many of the site's components over including Dialog, which has been rewritten with many other improvements as well. At the moment I don't believe that this problem is critical to anything, since we aren't appending any comment nodes to the modals layer.
