Allow pausing of message consumption

Pause message consumption rather than having to stop the service in order to avoid errors when other parts of the pipeline are unhealthy.

Use separate service to write notifications

Instead of writing to Kinesis directly in this service, we should POST to a separate service which handles the logic. This will allow us to change implementation details easier (i.e. using something other than Kinesis) and better defines action responsibility.

Deprecation of _imageUrl

We should deprecate this field in preference of imageUrl
