[REQUEST] Add readme and related documentation to the project

Describe the feature you'd like to see implemented
Currently there is no documentation or structure for new contributors. By adding a README, Contributing.md and templates for issues and PRs, it will be easier for new contributors to get involved.

The repository does not currently have any tooling setup to ensure consistent coding standards are followed.

This request is to add pylint with the default rules and setup a workflow on pull requests to ensure that the rules are followed.
