Discuss Changes to Styleguide Organization

Recommendation sent to me from @psfblair via email:

Really like the style guide. One suggestion I have would be to put the more philosophical and broader sections ahead of the ones dealing with details like code style and syntax. I understand that it would be useful to have those sections available as a reference, but that might be achieved with a table of contents and anchor tags, which I think would be useful in any case.
