We like to congratulate as a society. We call or text each other on national days, religious days. We often send messages to hundreds of people. But we can't use it because of the 20 sms limit. The situation is the same in all sms programs. I think it's to block spam. Probably a limit imposed by Android. That's why many people send whatsapp mass messages. But some people are still sending sms. Maybe he creates 10-15 groups and sets up advanced sms. So we often use bulk sms. For example, I send sms to over 200 people every week for congratulations :)

I haven't researched this so I'm not sure if this is a limit set by the carrier or Android or if this is just a bug but I'm curious, do people really send the same message to that many people? What is the actual use case here?
Have you tested other apps like Google Messages or your stock messaging app? Do those apps support sending group messages to 20+ people? Maybe the limits are there to prevent misuse and spam.
