ReadTheDocs for `pysui_gadgets`

Right now, we only have the README type docs.

Was done as a 'quick and dirty' and deserves some TLC

Budget set to 1 M mists fails transaction.

This change will transition using the JSON RPC to GraphQL RPC and also allow for much needed parameter alignment

Currently limited to the default gas fetch and has been ignoring paging (i.e. > 50 objects)

[feature] Gadget to generate a client.yaml

Currently pysui and pysui-gadgets rely on client.yaml, either the default created from sui binaries or others such as generated from sui genesis --working-dir XYZ which can be loaded in samples with sample_name --local ~/somepath/client.yaml

It would be a useful capability to generate a client.yaml without requiring the installation of sui binaries.

[change] Refactor core logic of gadget to reuse modules

In some gadgets, to-do for example, the logic is in the same module as the CLI parser. The entry points to the core functions may also have dependency on argparse.Namespace to do there thing making it unusable to outside calling.

This effort will be to break out the core logic of a package/gadget to to their own module(s) within the package namespace.

dsl-gen: Template for SuiAsynchClient

Same as sync but functions of the module class have async... prefixes generated

[feature] Gadget to evaluate gas costs using `sui_devInspectTransaction`

Using any tx based RPC call, leverage the sui_devInspectTransaction to evaluate gas costs averages

dsl-gen to write generated package.module structure

Persist full python package and module creation

1. If path provided shows package_id path already exists, skip
2. If path provided shows module already exists, overwrite (maybe flag on cmdline to direct behavior)
