Centralize text strings into i18n lang

This is definitely a feature I've been looking to take advantage of, likely removing the text library object from getFlavorText() altogether once implemented and dynamically creating the localize strings on the fly. While making the last update, I took a long look at how the 5e system handles text & translations and definitely see the possibilities here.

This item is in our low-priority future sprint planning at the moment. This function is used by general actor functions as well as hotbar & triggered macros in both the 0e and 1e folders. When we do look to adopt this, we will want to leverage this for sheets as well (more than its used today) - handling text descriptors on the sheet in addition to changes to terms like 'hits' to 'wounds' that need to happen based on settings. Given we are focusing next on changes to sheets for both ships, creatures, and possibly contractors - an update like this is likely going to happen sometime after those are locked in later this year.

Excellent suggestion and definitely something we will be approaching soon.

I'm going to explore ways we can highlight areas under development soon, so that these kinds of things are visible to folks wondering about when we might add a feature or tweak how things work :)
