Test-ChocolateyPackageIsInstall should be able to receive source options

When the function is called, it checks against the registered source, but when it's called from a DSC resource, it should check the latest against provided source (in options?).

If using PSBoundParameters, it should be a matter of adding the params to the functions.

remove NuGet binaries for Module - should be a choco package

I think embedding the Nuget and other PS Providers is sub-optimal.

The most manageable way is to:

• create a dedicated Chocolatey Package for those binaries, via AU.
• Rename this package with a sweeter name :)
• Allow the Install-Chocolatey to take a Feed URL to build the ODATA query (or just DL bin) and install from there here

Error in ChocolateyPackage when can't find resource

When the package can't be found, DSC returns weird errors, because the compare has no ref object.
This is because the search returns nothing (i,e, source not avail, or does not have the package)...
-> Source url cannot be resolved... stops...

ChocolateyInstall DSC resource should allow expand string

The DSC resource should auto-expand variables in the source package option so that it can resolve local path like so:
$Env:TMP\Choco

ChocoInstall should be able to point directly to a nupkg URL

The install.ps1 should be embedded, but the Install-Chocolatey command should be able to Set the $env:chocolateyDownloadUrl to pull the latest chocolatey pkg from a nuget url.
That would leave a dependency on a chocolatey feed (internal or .org) but make the package lighter...
