Error xmlParse

doc1 = xmlParse("http://www.xmlfiles.com/examples/plant_catalog.xml")

Unknown IO errorfailed to load external entity "http://www.xmlfiles.com/examples/plant_catalog.xml"
Error: 1: Unknown IO error2: failed to load external entity "http://www.xmlfiles.com/examples/plant_catalog.xml"

if it can read http xml files why getting error.

doc2 = xmlParse("http://www.xmlfiles.com/examples/plant_catalog.xml",
useInternalNodes = FALSE)

doc3 = xmlTreeParse("http://www.xmlfiles.com/examples/plant_catalog.xml")

same error for both doc2 and doc3
it can read offline file (.xml) using xmlParse() , xmlTreeParse()
