There is a couple of structs and functions that vary with libjpeg version (e.g. 8.0, 7.0). We need some technique allowing us to make rust bindings follow the code.

Implement exporting macro constants from c headers to rust

C macro definitions are not availible from rust. They should be expanded into global consts in an *.a objects library that we can link with our rust library.

This could be done with some kind of code generator (probably both rust and c).
